Dear colleagues,

I received this following request, which may be of interest to you all,
from Jan Hajic from Charles University, Prague.

kind regards,

Vincent

-------- Original Message --------

Dear all,

this is somewhat urgent, so please have a look.

As I have already mentioned, the European parliament will soon vote on
its own initiative (sometimes known as Voss' Initiative) that might
severely limit our possibilities (essentially, make impossible) to use
copyrighted data for LLM training, the TDM exceptions notwithstanding.
However nonsensical this might sound to us, the danger is unfortunately
very real: the rightsholders, mainly large publishing houses, music
studios and AV producers around the world are lobbying very hard to
eradicate the exception.

Apart from other initiatives which I am trying to join and talk to
individual EP members etc., another initiative (see also below) emerged
and asks for our support.

The statement is enclosed, and if you agree with it, here it the
possibility to co-sign:

I am OK with you putting "OpenEuroLLM" in the field of the form that
asks for "Project you are working on", along with any other projects you
might want to add.

The petitioners also provided an email where you can ask questions:
eare at apcoworldwide.com or alternatively, express your endorsement
instead of filling the form referenced above.

Below, I am also copying the invitation from them verbatim, for you
review.

This letter (including the copy of the original invitation below) can be
shared widely - so please do so in your other
projects/consortia/colleagues.

Thank you!

Best,

Jan

==========

Dear Jan Hajic,

I am reaching out on behalf of the European Alliance for Research
Excellence (EARE [1])*, a coalition of companies and research
organizations committed to fostering excellence in research and
innovation in Europe. Our primary objective is to advocate for a policy
and legal environment that ensures that all European researchers have
access to data in line with open data principles, encouraging
advancements in various societal and economic domains.

The European Parliament is currently negotiating its own-initiative
report [2] on generative AI and copyright. During the discussions, some
members of the European Parliament pushed for limits to text and data
mining exceptions and questioned its applicability to AI training.

To highlight the critical role of TDM exceptions in enabling research,
innovation, and scientific progress, EARE has prepared a joint statement
[3], reaffirming TDM exceptions' importance for European researchers and
innovators. We intend to publish this statement ahead of the upcoming
JURI Committee vote currently expected to take place on 28 January.

We would be delighted if you would consider endorsing this statement
alongside EARE's members. You can sign this statement by introducing
your name, organization, and email on this form [4] by Wednesday 21 (End
of the day). You can also email eare at apcoworldwide.com to confirm that
you wish to be included.

Your support would help us promote an environment that fosters research,
innovation, and open data.

Thank you for your time and consideration. We look forward to hearing
from you.

Best regards,

Angel Alonso Ferrer
  Associate Consultant
