<div>As I have already mentioned, the European parliament will soon vote on its own initiative (sometimes known as Voss' Initiative) that might severely limit our possibilities (essentially, make impossible) to use copyrighted data for LLM training, the TDM exceptions notwithstanding. However nonsensical this might sound to us, the danger is unfortunately very real: the rightsholders, mainly large publishing houses, music studios and AV producers around the world are lobbying very hard to eradicate the exception.</div>

<div>Apart from other initiatives which I am trying to join and talk to individual EP members etc., another initiative (see also below) emerged and asks for our support. </div>

<p><span style="color: black;">I am reaching out on behalf of the European Alliance for Research Excellence</span> (<a href="https://eare.eu/" target="_blank" rel="noopener noreferrer">EARE</a>)<span style="color: black;">*, a coalition of companies and research organizations committed to fostering excellence in research and innovation in <strong>Europe.</strong> Our primary objective is to advocate for a policy and legal environment that ensures that all European researchers have access to data in line with open data principles, encouraging advancements in various societal and economic domains.</span></p>

<p><span style="color: black;">The European Parliament is currently negotiating its own-initiative</span> <a href="https://www.europarl.europa.eu/doceo/document/JURI-PR-775433_EN.html" target="_blank" rel="noopener noreferrer">report</a> <span style="color: black;">on generative AI and copyright. During the discussions, some members of the European Parliament pushed for limits to text and data mining exceptions and questioned its applicability to AI training.</span></p>

<p><span style="color: black;">To highlight the critical role of TDM exceptions in enabling research, innovation, and scientific progress, <strong>EARE has prepared a <a href="https://eare.eu/app/uploads/2026/01/Joint-Statement-INI-report-on-genAI-and-copyright-Final.docx" target="_blank" rel="noopener noreferrer"> joint statement</a></strong>, reaffirming TDM exceptions' importance for European researchers and innovators. We intend to publish this statement ahead of the upcoming JURI Committee vote currently expected to take place on 28 January.</span></p>
