[Standards] suggested modifications of the bylaws

Dear all,

I have received one piece of positive feedback off-list, and will now 
assume that no further news is good news, and inform Bente that no 
obstacles/criticism have/has been reported on the list. We certainly can 
and should discuss the bylaws at the F2F in Leipzig, and I will add that 
point to our agenda.
