[Standards] yearly report, revised by-laws

Dear all,

I intend to send the report in the attachment to the BoD tomorrow by the 
end of the day. If you would like to share some remarks on it, please 
kindly let me know as soon as possible. The yellow fields, th eTOC, and 
the question marks are going to be handled by the Office after all the 
reports have been merged.

The second attachment is the by-laws, which Bente has revised with the 
feedback from the CSC and which she is now going to send to the BoD for 
approval.
