[Tf-curation] Meeting notes for joint TF meeting at CAC2017

Hi all,

Thanks to those present at the meeting this morning for joining! I have
transferred the notes of this morning's meeting to the meeting page on
the Trac at

also added a section at the end that collects the TODOs with assignments
(please check if these are correct). Feel free to make changes or
additions if you find anything incorrect or missing.
