[Tf-aai] Email template for getting attributes released

Hi all,

Kielipankki uses affiliation in 2 SPs: korp.csc.fi to allow ACA for affiliation=faculty and in lbr.csc.fi as extra information to manually process applications.

Both services can be used without, though.
