[Standards] reply from KSIC concerning the expert(ise) database

Dear all,
I am guilty of having bogarted the reply from Steven Krauwer for a
while, concerning our initiative involving a database of expert
competence. The only thing I can say as my excuse is that I received it
on the first day of my winter vacation, opened it in my cell phone,
which set it to "read" in my regular mailbox, and that, predictably,
resulted in me overlooking it after I was back at my desk (having done a
work trip almost immediately after vacation, so getting distracted even
further). Apologies for that and I am now sharing the KSIC's reply with
you, in the form of a doc originally addressed to Charly and myself.
I find KSIC's counterarguments rather solid, regrettably. And I am
wondering if you see any way to save the idea, maybe in a restricted form.
