[Dev] Component Registry and VLO maintenance on 2016-03-15 and 2016-03-17

Dear all,

Next week we will be performing updates to the Virtual Language 
Observatory and the Component Registry. To be specific:

- The VLO[1] will be down on Tuesday 15 March for some time between 
approximately 13:00 and 14:00. It may take until some hours after the 
deployment before all data in the VLO is completely up-to-date.

- The Component Registry[2] will be down on Thursday 17 March for a 
limited amount of time between 11:00 and 12:00. Apart from the Component 
Registry graphical user interface and its REST service, this may also 
affect other tools that depend on the REST service, for example for 
validation of CMDI records.
