[Dev] Component Registry maintenance on Tue 2016-02-16

Dear all,

On Tuesday 16 February 2016 we will carry out a major upgrade to the 
Component Registry. As a result, the Component Registry, both the back 
end REST service and the front end browser and editor, will not be 
available for some time between 9:00am and 10:00am CET. This may also 
temporarily affect other tools and services that depend on the Component 
Registry, for example for validation of CMDI records.
