[Dev] CLARIN IDP Upgrade completed

Dear All,

the CLARIN IDP has been upgraded to version 3.1.2, dockerized and a
brand new style has been applied to the user interface.

Please let us know if you experience any issues or if you have any
suggestions for improvement.
