[Dev] vlo version 2.17

Hello all, 

I am pleased to announce the deployment of version 2.17 of the Virtual
Language Observatory. In this version, the mapping of meta data to the
facets shown by the VLO has changed quite a bit!

Many thanks to all the centres contributing with feedback, either in the
form of tickets or by the specification of black and white list xpaths.
