[Dev] New web application: EasyLicht

Dear all,

There is a new CLARIN-D web application available - called EasyLicht:

http://www.thomas-zastrow.de:2001/EasyLicht/

Its as easy as possible - you can upload a text in UTF-8 encoding and 
some seconds later the application offers you an annotated version of 
the text in TCF format. The TCF file contains:

- Tokens
- Sentences
- POS
- Lemma
- NE

Please mention that EasyLicht only works for German texts.
