[Dev] retrieving the CQL endpoints from the center registry

Hi all,

I have now entered the CQL endpoint addressed into the center registry
for the German centers.

You can programatically access them via the REST-like interface:

extract the Center_id_link from
http://centerregistry-clarin.esc.rzg.mpg.de/restxml/

then extract //Webreference/Website where ../Description = CQL

e.g. for http://130.183.206.32/restxml/1 this is

http://weblicht.sfs.uni-tuebingen.de/rws/cqp-ws/cqp/sru

The other CQL-providing centers will be added later on (because we need
more information than just the CQL stuff), but this gives an idea about
how to extract a list of the endpoints for e.g. the aggregator.

For now, the full list of endpoints is still available at:

http://trac.clarin.eu/wiki/RepositoryRegistry

The INL endpoint address has changed by the way.
