[Tf-aai] New SP metadata to national federations/eduGAIN

Dear all,

Update: To temp. resolve the issue, I have added a MetadataFilter 
(Shib2) to the MetadataProvider config for CLARIN SPF IdPs using 
whitelist on REFEDS attribute 
'http://refeds.org/category/research-and-scholarship'.
