[Standards] draft pilot on "text formats"

Dear all,

With a delay for which I can only apologize and count on your 
understanding, I attach a draft of a pilot study on the rather vague 
"text formats", promised in Budapest. (I have already told myself to 
bite my tongue several times, hard, before I ever again try to suggest a 
short notice in a season of deadlines, evaluations, conferences and 
end-of-year reports).

The document contains (or, in one case, describes) several tables that I 
will put online separately for editing, if the Committee accepts this 
proposal as the way to proceed, and after we have determined other 
relevant details.

For now, I count on your feedback, preferably on-list.
