[Standards] revised text concerning the namespace-regulating facility

Thank you very much for all the work done!
We've had a discussion on this issue with Maria and we find the overall proposal to have a very positive impact for CLARIN.
Although none of us is an expert on namespaces to foresee all the details, we believe we should go ahead with your proposal and fully support it.
