[Standards] proposal: using a common mime type for TEI files

I fully agree. But I heard exactly this proposal to distinguish these 
different TEI formats in terms of mime types, which is probably not the 
right place.

And hence I would also second using one standard way (and I am fine with 
Dieter's proposal).
