[Dev] documenting software projects on the CLARIN trac

Dear all,

To improve the documentation about the software development within
CLARIN, there is now a Trac template available. It is inspired on a
similar template that is used by the TLA (tla.mpi.nl) and that has
proven to be very useful:

It would be great if you, as the persons responsible for some of the
larger applications, could use it to document your work:

- VLO: Thomas, Twan, Davor
- FCS aggregator: Leif-Jöran, Emanuel
- Virtual Collection Registry: Twan
- OAI Harvester: Menzo
