[Dev] Clarin IdP / discovery service out of order

Dear all,

due to serious problems we had with our server room (airco breaking down
after long power failure yesterday afternoon) the CLARIN IdP and
discovery service are currently unavailable. We are working on it to get
it back ASAP.

We will also do a closer investigation of extra redundancy for these
services.
